The Proposal

Introduction

As part of the Glenvale Park development on the northern edge of Wellingborough, the master developer Glenvale Park LLP has now submitted an outline planning application to North Northamptonshire Council. This includes the delivery of up to 1,000 much needed new homes, new sports pitches and pavilion, alongside new paths and cycleways to connect with the new primary school and community facilities at Phase 1. The application is underpinned by the key values of sustainability and community that have guided Glenvale Park from its inception, with new green corridors proposed alongside the retention of existing trees and hedgerows to maximise wildlife enhancements.

Glenvale Park LLP is currently working with leading national housebuilders such as Barratt, Taylor Wimpey, Persimmon, Lagan and Keepmoat Homes in order to deliver Phase 1 of Glenvale Park. The first residents were welcomed into their new homes in 2021 and work is already underway to deliver the primary school, nursery and shops. The site is currently allocated in the North Northamptonshire Joint Core Strategy (JCS) and the Plan for the Borough of Wellingborough (PBW), in order to help meet the ever growing need for housing in the area, and to build on the values of sustainability and community being delivered as part of Phase 1.

About Glenvale Park

Glenvale Park Phase 2 is located to the south-west of Phase 1

The vision for Glenvale Park is to create a new neighbourhood underpinned by the key values of sustainability and community.

The proposals for Phase 2 aim to include up to 1,000 high quality homes to continue the delivery of a much needed sustainable urban extension on the edge of Wellingborough. Plans also include policy compliant affordable housing and a wide range of sizes and tenures to meet the needs of everyone from first time buyers to families needing more space.

Alongside high-quality homes, Phase 2 is also seeking to expand on the green open space being delivered as part of Phase 1, with publicly accessible parkland and play areas. Integration with existing facilities planned in the first phase will also be provided, giving residents access to local facilities such as a community hub and primary school as well as green open space and sports pitches.

Glenvale Park Phase 2 is located to the south-west of the Phase 1 which includes the parcels of land currently being built and occupied by new residents. It is approximately 2 miles (40 minute walk or 11 minute cycle) west of Wellingborough town centre and the A509.

Glenvale Park LLP is proposing Phase 2 for the development of approximately 1,000 high quality homes to continue the delivery of a much needed sustainable urban extension on the outskirts of Wellingborough.

Phase 2 will offer:

  • Approximately 1,000 high-quality homes to continue the delivery of much-needed sustainable housing on the edge of Wellingborough, underpinned by the key values of sustainability and community.
  • Affordable housing and a wide range of sizes and tenures to meet everyone’s needs, from first time buyers to families needing more space.
  • New areas of public open space, play areas and green infrastructure.
  • Integration with existing facilities in Phase 1, giving residents access to Glenvale Park’s community hub, primary school, green open space and sports pitches.
  • Building on the significant wider social, economic and environmental value generated by the first phase of development.
  • Employment space

Glenvale Park LLP will continue to work with North Northants Council (NNC) to ensure acceptable highways and access solutions and are confident that any increases in traffic can be mitigated through ongoing highways improvements in the area as well as plans for further improvements as part of the Phase 2 planning application.

In developing the proposals, Glenvale Park LLP has sought to retain the majority of tress and hedgerows meaning the site will increase biodiversity and will support ecologically valuable habitats. The plans provide the opportunity for planting of more trees and hedgerows to encourage further green infrastructure in the area, in conjunction with the continuation of green corridors and environmental enhancements being delivered as part of Phase 1.

The site has been fully assessed and is suitable for new homes given it’s classification as Flood Zone 1. Any surface water flooding will be mitigated with appropriate strategies.

In an area where the median house price is 8.4 times the average salary (YBS house price-to-income ratio 2021) it is vital that allocated sites are brought forward to give more people the opportunity to buy their own home.

Glenvale Park LLP is keen to work with officers and members at North Northants Council to deliver the right types of houses in order to meet the demand, with a combination of first-time buyer and larger family homes included. This would include a policy compliant level of affordable housing.

Planning and design of the site will be done in conjunction with North Northants Council during pre-application discussions and will consider responses resulting from the stakeholder engagement and public consultation programme. The scale and density of the proposed site will be sensitive to the surrounding area and make the best use of the land available without compromising on design or quality.

The planning process will consider not only housing need but also associated parking provision. Design standards will be utilised to deliver good quality developments that take car usage into consideration and also incorporates evolving future transport initiatives. The level of parking provided within Phase 2 of Glenvale Park will be subject to further discussions with officers at North Northants Council.

Glenvale Park LLP recognises the need to work with the Council in order to ensure sufficient provision is made for medical and educational services for both existing and new residents and construction is already well underway for a primary school on site that is due to open in September 2023.

Stakeholder engagement with other statutory and community consultees will be carried out as part of the planning application process and all feedback will be incorporated into the final submission.

Any existing public rights of way will be incorporated into the design of the site, and further purpose-built routes will be added to enhance connectivity, both for pedestrian and cycle access, to the first phase of development and the associated amenities that will provide access to.

The Master Developer, Glenvale Park LLP, is responsible for the delivery of roads, services, major public open space and on-site amenities, including the local centre, primary school and community centre hub, for the benefit of the residents of Glenvale Park.

Glenvale Park LLP is a joint venture between two experienced developers with significant expertise in large scale developments – Midtown Capital Ltd and North Northamptonshire Investments Ltd.

Glenvale Park is being delivered in partnership with Homes England who have provided significant investment into the development. Together the partners have a long-term commitment to creating a vibrant new community where people want to live, work and spend leisure time.
